Kelantan: It’s a stab in the back

KOTA BARU: The Kelantan Government feels as if it has been “backstabbed” by government enforcement agencies over logging and development at the Lojing highlands, state Financial Planning Committee chairman Datuk Husam Musa said.
“We are disappointed. It is like being stabbed in the back. During all the meetings on development there, the state stressed to all government agencies that they had to strictly enforce and avoid undue damage to the environment,” he said.
Describing himself as a pro-conservationist, Husam said the agencies should be better equipped to deal with any environmental damage instead of passing the buck back to the state government.
He was commenting on the on-going controversy over alleged illegal land clearing in the highlands, which was highlighted by The Star recently.
Husam expressed appreciation for the Department of Environment, which clarified that the 22 applications for projects in the highlands were mostly related to commercial vegetable farming, eco-tourism and recreation.
“The recent report portraying the state government as being irresponsible is untrue,” he said.
On the proposed visit by state Umno leaders to the site on Monday, Husam said he was willing to go but the proposed date clashed with other programmes.
“Also, I need information on where they are going to visit. We have to be clear as the area alleged to have suffered illegal clearing may not actually be in Lojing,” he said.
He added that he had been notified by Natural Resources and Environment Ministry parliamentary secretary Datuk Sazmi Miah that a helicopter was available to pick him up for an aerial tour of the affected areas.
He said he was open to the invitation by Umno to jointly find ways to resolve the alleged environment degradation in the area.
Meanwhile, Kelantan Umno liaison chief Datuk Seri Annuar Musa claimed that the state government had accrued over RM200mil losses in revenue due to the unscrupulous development and illegal logging activities in Lojing, Bernama reports.
He said the situation became serious after PAS took over the state government in 1990.
Conceding that most of the developers in Lojing were issued permits to carry out their activities by the previous Barisan Nasional state government, he however said that the “balding” of the highlands happened under PAS rule.
In Kangar, Natural Resources and Environment Minister Datuk Seri Azmi Khalid said the ministry has set up a special committee to investigate excessive logging and forest clearing in Kelantan.

CERITA DARI HISHAMUDDIN RAIS


Brother Hisham Rais memang terkenal dengan kritikan yang pedas macam "masak lomak cili api" jugak. Orang Nogoghi ni dulu lama lepak kat kota London sampaikan buat filem pendek "dari Jemapoh ke Menchester" (kalau tak silap la)..
Brother ni salah seorang student leader yang paling ditakuti oleh kerajaan pada penghujung 60an dan awal 70an.
La ni bacalah kritikan yang paling pedas yang pernah saya baca terhadap Najib Tun Razak.. Saya no komen lebih-lebih..Anda boleh baca dan nilai sendiri.. Nak tahu jugak betul ke cerita Najib-Ziana tu..hehe..

Najib Razak berkata ada banyak tohmah dan fitnah dalam blog dan laman-laman internet. Adakah Najib ini memang seorang 'joker' atau dia tidak mengetahui tentang apa yang sedang berlaku dalam alam siber ketika ini.
Pada awal dahulu ketika internet mula muncul, hujah utama yang digunakan oleh orang seperti Najib ini ialah tentang marabahaya internet kerana terlalu banyak laman lucah. Kini kelihatan agenda 'laman lucah' ini tidak lagi menarik perhatian umum.
Untuk sesiapa yang menjaring internet pasti tahu bahawa keinginan untuk melihat 'laman porno' ini hanya untuk sementara waktu sahaja. Untuk saya orang yang menggunakan 'laman porno' ini adalah mereka yang sedang menghadapi sakit jiwa. Saya tidak tahu sama ada si Najib ini masih melayari laman jenis ini. Saya berharap TIDAK kerana saya gusar nanti dia akan diherdik oleh Datin Rosmah.
Saya telah banyak menulis tentang peranan internet. Saya telah menerangkan kepada umum bahawa dengan munculnya internet maka hegemoni penyebaran berita yang dahulu dimiliki dan dikawal oleh daulah telah pecah. Kesampaian internet telah membawa satu budaya penyampian maklumat yang baru bukan sahaja di Malaysia malah di seantero dunia.
Internet telah membuka ruang kepada warga sesebuah negara untuk menjadi pembaca berita, penyampai berita, pembuat berita dan memberi segala bentuk pandangan. Ini kebebasan baru yang dahulunya tidak pernah dapat dirasakan oleh warga.
Malaysia yang sedang mengamalkan sistem yang menekan kewartawanan bebas dan melahirkan media berlesen, kini telah menghadapi satu keadaan baru. Internet telah dapat melintasi semua bentuk-bentuk halangan – tanpa lesen, tanpa modal, tanpa saringan – berita boleh disebarkan. Suasana inilah yang masih belum disedari oleh orang ramai terutama 'orang-orang politik' dari parti pemerintah.
Harus diakui bahawa BUKAN semua berita dari laman-laman internet ini masuk akal. Bukan semua yang ditulis dalam blog-blog itu adalah tentang politik semasa. Malah majoriti blog dan laman tidak langsung mempedulikan apa yang berlaku dalam politik harian. Jika dibuat kajian rapi pasti akan ditemui 90% blog-blog yang wujud dalam laman siber di Malaysia ini adalah hampeh - luahan perasaan Mat Jiwang, Mat Bunga dan Minah Ranggi.
Tetapi kenapa Najib dan sekutunya terus menyerang internet dan blog-blog. Mari kita kaji latarbelakang munculnya kenyataan Najib ini. Untuk saya, kes pembunuhan Altantuya perempuan dari Mongolia itu adalah latarbelakang utama. Salah seorang yang dituduh dalam pembunuhan Altantuya ialah Razak Baginda. Razak Baginda ialah 'juru fikir' dan rakan niaga Najib Razak.
Melalui laman-laman blog, rakan niaga Najib ini 'diperkatakan' telah mendapat duit komisyen yang lumayan hasil dari jual beli senjata. Menteri yang bertanggungjawab dalam hal beli senjata ini ialah Najib sendiri. Laman-laman blog telah menunjukkan hubungan intim di antara Najib dan Razak – mereka intim seperti anak dan ayah.
Hubungan 'intim anak dan ayah' ini telah diberi komentar oleh beberapa laman web dan blog. Berita duit komisyen berjuta-juta dolar ini hanya dilaporkan oleh akhbar dan majalah luar negara. Penulis blog hanya mengutip dan mengulangi laporan-laporan ini sambil bertanya apakah betul semua ini. Jika laporan ini betul bermakna ada kong kali kong diantara 'anak dan ayah'. Dari apa yang saya baca di laman blog duit komisyen ini cukup besar. Jika dicongak duit komisyen ini membolehkan semua orang Islam dalam negara ini pergi membuat umrah tiga kali ulang.
Di mana pula tersepitnya Altantuya? Dari awal lagi laman-laman blog telah menulis bahawa Altantuya ini adalah kekasih Razak Baginda. Saya pada awalnya menganggap ini tidak betul kerana Razak Baginda ini ialah penasihat Najib yang bakal menjadi Perdana Menteri. Justeru wajiblah perangai dan tingkahlaku 'jurufikirnya' mencerminkan ketrampilan bossnya.
Anggapan saya ini meleset. Tiba-tiba melalui affadavit, Razak sendiri telah mengakui bahawa dia pernah 'bertogel' dengan Altantuya. Lihat bagaimana sahihnya tulisan dan laporan dari blog. Saya terpaksa gulung tembakau Siam kerana hormat dengan penulis blog yang terbukti lebih cekap dari Johan Jaafar, Rejal Arbee, Nazri Abdullah atau Kadir Jasin. Dalam kes ini wartawan berbentuk Rehman Rashid dan Tengku Fraud Adnan tidak akan diambilkira.
Kini kes Altantuya sudah jelas, seperti terberak di padang pasir. Semua rakyat Malaysia melihat bahawa dalam kes jual beli senjata ini Cik Mek Mongolia ini ada memainkan peranan. Setidak-tidaknya mengurut-urut batang opps… batang tubuh Razak Baginda setelah Razak berbuih-buih mulut bertengkar tawar-menawar dengan peniaga komunis Rusia dan peniaga kafir Perancis yang tidak mahu menurunkan harga peluru.
Bayangkan jika tidak ada Altantuya ini siapakah agaknya yang akan mententeramkan Razak Baginda semasa tawar-menawar di Paris atau di Moscow. Inilah contoh yang di war-warkan oleh Najib sebagai Melayu Unggul dan Melayu Glokal. Pastilah 'juru fikir' yang bernama Razak Baginda ini lebih cekap lagi bijak dari jeneral-jeneral kita yang terdidik di Sandhurst atau di West Point. Kalau tidak pasti urus jual beli senjata akan dilakukan oleh para jeneral?
Di sini saya ingin mengingatkan orang Melayu yang mudah lupa tentang pertanyaan seorang Bengali yang bernama Karpal Singh di Parlimen. Bengali ini telah bertanya, kenapa Altantuya sesudah ditembak mati badannya dibom? Adakah ini untuk memusnahkan anak dalam kandungannya. Soalan Bengali tanpa serban ini agak masuk akal tetapi berita ini tidak pula diusik oleh media berlesen. Hanya blog dan laman-laman yang memberi laporan lanjutan. Ini satu kehebatan blog. Mereka tahu menghidu jenis berita.
Mungkin persoalan dari Bengali ini hanya akan terjawab apabila kes ini bermula. Tetapi ada satu pekara yang saya hairan – siapa mata-mata gelap yang diupah oleh Altantuya. Mereka juga ditahan untuk sementara waktu oleh pihak polis. Siapa mereka ini? Mana asal-usul mereka. Di sinilah saya lihat blog memiliki sedikit kelemahan. Penulis blog tidak melakukan kaji selidik mencari sudut baru untuk memecah dan mengolah berita.
Banyangkan kalau si Mamat mata-mata gelap swasta ini dapat ditemubual dalam blog atau dalam tv blog pasti kredibiliti blog itu melonjak. Penonton akan menyerbu masuk lebih hebat dari Afundi.
Pada hemat saya Najib meminta orang ramai agar tidak percaya kepada laman internet dan blog ini kerana dia merasa terancam yang bisul di punggungnya yang akan meletus. Kalau saya Najib, saya pun akan merasa risau. Bayangkan apabila pihak polis ingin melakukan ujian DNA terhadap anak Altantuya di Ulan Bator, telah ada blog yang bertanya – DNA anak Razak atau cucu Razak?
Saya hanya ada satu cadangan untuk Datuk Seri Najib yang bakal menjadi PM kita semua. Kenapa tidak buat blog sendiri dalam internet. Tidak perlu banyak modal. Tidak semahal harga buang tahi lalat di pipi. Jangan kita kacau blog orang lain. Jawab dengan tulisan di blog dan bukan ugutan atau tangkapan.
Kerana 'juru fikir' Datuk Seri sekarang 'berehat' di Sungai Buloh maka saya menawarkan diri untuk memberi pandangan tentang nama blog itu. Namakan blog ini - Saya Tak Minat Ziana Zain - jika nama ini digunakan, saya jamin dalam masa 3 bulan blog ini akan mendapat lebih dari satu juta pelawat.

KUALA LUMPUR: Anggota parlimen DAP Bukit Gelugor Karpal Singh menimbulkan kekecohan di Dewan Rakyat hari ini apabila beliau mempertikaikan titah perasmian persidangan oleh Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin pada 19 Mac lalu.
Beliau berkata Seri Paduka langsung tidak menyentuh usaha kerajaan memerangi rasuah di dalam titahnya.Datuk Mohamed Alwi Che Ahmad (BN-Ketereh) yang tidak berpuas hati bangun dan meminta pengerusi DAP itu meneliti terlebih dahulu ucapan Seri Paduka sebelum membuat sebarang tuduhan."Yang Berhormat (Karpal) jangan membuat tuduhan yang tidak berasas, Bukit Gelugor (Karpal) tidak membaca sepenuhnya titah ucapan baginda. Cuba Bukit Gelugor lihat muka surat 12, para ke-40 yang mana Seri Paduka bertitah dan ia berbunyi usaha mamanda Perdana Menteri Datuk Seri Abdullah Ahmad Badawi perlu disokong oleh semua anggota perkhidmatan awam dan semua lapisan masyarakat."Mohamed Alwi berkata menghapuskan rasuah dan penyelewengan bukanlah mudah, ia memerlukan kerjasama semua pihak untuk menolak daripada memberi atau menerima rasuah.Beliau meminta Karpal Sing menarik balik kenyataan yang dianggap tidak menghormati Seri Paduka sebagai ketua negara.Karpal Singh bagaimanapun mempertahankan kenyataannya dengan berkata apa yang dititahkan oleh Seri Paduka itu bukan merupakan pandangan peribadi, sebaliknya ia dibuat oleh kerajaan."Tuanku Mizan tidak memberi pandangan peribadi mengenai soal banteras rasuah, semua orang kena faham bahawa Yang di-Pertuan Agong bertindak atas nasihat eksekutif," katanya.Datuk Badruddin Amiruldin (BN-Jerai) berkata Karpal Singh tidak memahami perlembagaan negara di mana Seri Paduka sebagai ketua negara, perlu dihormati dan tidak seharusnya dilemparkan dengan tuduhan tidak berasas."Seri Paduka adalah payung negara, Yang Berhormat tidak menghormati Tuanku Mizan, saya berharap anda tarik balik kenyataan yang dikeluarkan itu," katanya.Keadaan bertambah panas apabila Karpal Singh berkeras dan ia diredakan oleh Timbalan Yang Dipertua Dewan Rakyat Datuk Dr Yusof Yaacob yang meminta Karpal Singh membahaskan topik lain.Persidangan dewan disambung esok. "SHAH ALAM TIDAK MUNGKIN BANJIR SELAMA 100 TAHUN" - Betul Ke Ni???!!!!

Yang perasan maju tu hanya MB dia aje..Jawa perasan.. Jangan bongkak pulak Shah alam tak mungkin banjir dalam 100 tahun lagi .. Aku pun boleh buat statement cam tu sebab 100 tahun lagi kita semua dah kat Rahmatullah..Sapa pulak nak ungkitkan statement cam tu.. Ni namanya bodoh sombong...

'Shah Alam tidak mungkin banjir selama 100 tahun'

KUALA LUMPUR: Apabila projek tebatan banjir di Sungai Damansara siap seluruhnya, masyarakat Shah Alam yang tidak tidur lena setiap kali hujan lebat, tidak lagi perlu berdepan masalah banjir untuk tempoh 100 tahun.
Kontrak telah pun dikeluarkan kepada sebuah syarikat tempatan bagi memulakan projek yang merangkumi pelebaran dan pendalaman Sungai Damansara, kerja menaik taraf beberapa jambatan sepanjang sungai, pengukuhan benteng penahan banjir dan menambah baik kolam-kolam takungan di kawasan hulu sungai.
Ketua Pengarah Jabatan Pengairan dan Saliran Datuk Paduka Keizrul Abdullah berkata, projek yang bernilai RM350 juta itu diluluskan oleh kerajaan pada 1 Mac lalu dan dijangka siap selewat-lewatnya dalam tempoh tiga tahun.
"Saya tidak berani janji tidak akan ada banjir lagi apabila projek ini siap kerana saya bukan ahli politik. Tetapi projek ini akan direkabentuk berasaskan senario jatuhan hujan terburuk pernah direkodkan di kawasan terlibat.
"Ia direkabentuk untuk bertahan bagi tempoh 100 tahun akan datang. Jadi apabila siap nanti, jika tiada sesuatu di luar jangkaan berlaku, kawasan Shah Alam akan dilindungi daripada banjir untuk sekurun lagi," katanya kepada mStar Online hari ini.
Beliau bagaimanapun mengakui, senario terburuk yang diguna pakai oleh JPS itu lebih rendah daripada kadar jatuhan hujan sehari tertinggi sebanyak 380 ml di Johor ketika banjir besar melanda negeri itu akhir tahun lalu atau rekod tertinggi kebangsaan yang dicatatkan di Kelantan, iaitu sebanyak 600 ml sehari.
Katanya, jika rekod rekod kebangsaan itu diguna pakai, Sungai Damansara perlu dilebarkan "sehingga tidak akan wujud lagi Bandaraya Shah Alam."
Menurutnya, walaupun jika berlaku jatuhan hujan lebih tinggi daripada yang pernah direkodkan di kawasan terlibat nanti, projek berkenaan akan mampu memastikan laluan air yang lebih lancar dan cepat dan ini mengurangkan kemungkinan banjir.
Sebagai langkah berjaga-jaga, katanya, isyarat kecemasan seperti siren dan pesanan melalui SMS akan terus diguna pakai.
Mengulas banjir yang melanda Kampung Kebun Bunga dan beberapa kawasan rendah Rabu lalu, Keizrul berkata, ia berlaku kerana kolam takungan di Kota Damansara melimpah dan kerana sebahagian benteng tambatan bah di kawasan itu runtuh.
Katanya, banjir kali ini tidak seburuk Februari tahun lalu yang menenggelamkan lebih 1,000 hektar kawasan termasuk TTDI Jaya dan beberapa kawasan lain, kerana sebahagian besar kerja-kerja jangka pendek seperti membina benteng di taman perumahan itu dan Kampung Kebun Bunga telah selesai.
"Hanya kerja mendalami sungai untuk membuang kelodaknya belum selesai. Kita akan percepatkan kerja-kerja itu di samping membaiki benteng yang runtuh. Bagaimanapun, semua kerja ini hanya untuk sementara kerana keseluruhan tebing Sungai Damansara perlu diperkukuhkan," katanya.
Untuk tempoh terdekat, beliau menasihatkan penduduk di kawasan terlibat agar sentiasa waspada dan bertindak cepat menyelamatkan diri dan harta benda apabila sistem amaran berbunyi.
Hujan lebat dan ribut petir pada lewat sebelah petang yang kini dialami sebahagian besar kawasan Pantai Barat Semenanjung termasuk kawasan sekitar Lembah Kelang dijangka berterusan sehingga awal Mei depan.
Keadaan ini disebabkan peralihan musim hujan daripada Monsun Timur Laut yang berakhir awal bulan ini kepada Monsun Barat Daya yang bermula pertengahan Mei yang menyebabkan terbentuknya awan besar yang membawa banyak hujan.

MACHAP BY-ELECTION


One of Fong’s men likely candidate

Even as they mourned for the late Machap state assemblyman Datuk Poh Ah Tiam, who will be buried today, the question on the lips of many MCA members and political observers here is who will be the party’s candidate in the by-election.Many believe that the candidate is likely to be one of MCA vice-president Datuk Seri Dr Fong Chan Onn’s men.

The names that keep cropping up are Fong’s special assistant Ngow Dow Soon, his political secretary Lai Meng Chong and his private secretary Chew Chong Lin.Ngow, a former Public Works Department engineer, and Lai are Alor Gajah MCA division vice-chairmen while Chew is the Selandar MCA branch chairman. Fong is the Alor Gajah MCA chairman while Poh was his deputy.

Although the official announcement is only expected on Friday, Ngow seems to be leading the pack as the most likely candidate. However, political observers are not writing off the chances of Lai, who was born and bred in Machap, and Chew, just yet.

The dates for the nomination and polling will be announced tomorrow by the Election Commission.Chief Minister and Malacca Barisan Nasional chairman, Datuk Seri Mohd Ali Rustam had said that he would be meeting Prime Minister Datuk Seri Abdullah Ahmad Badawi and MCA president Datuk Seri Ong Ka Ting in Kuala Lumpur on Thursday to discuss and shortlist the possible candidates.

"No discussions would be held before Poh’s funeral," Mohd Ali had stressed.

Poh, who was also the state MCA chairman and Housing and Local Government and Environment Committee chairman, died on Thursday at the Pantai Medical Centre in Ayer Keroh from cancer and acute renal failure. He will be buried at the Fui Chiew cemetery in Jelutong here this afternoon.

The opposition parties are also keeping mum about their possible candidates although the DAP is likely to contest the by-election.

DAP’s possible candidates are Liou Chen Kuang, whom Poh had beaten with a 4,562 majority in the last general election, or Tey Kok Kiew, who is special assistant to the party’s secretary-general Lim Guan Eng.

Parti Keadilan Rakyat’s information chief is also said to be keen to contest the seat. Pas, on the other hand, had said that it would not be fielding a candidate.

Perak PPP deputy chairman Naran Singh, meanwhile, said that the seat should be given to his party in the spirit of co-operation among Barisan Nasional component parties.

He said his party should be given a chance to contest the by-election as it had a member in Malacca who was appointed a senator in October 2005.

The position of the state MCA liaison committee chairman, which was previously held by Poh, has also come under scrutiny. Although Malacca MCA deputy chairman Datuk Seah Kwi Tong is supposed to take over, some quarters had said that he did not enjoy the support of the grassroots. A source said if Seah was appointed, "the party would face numerous problems" in the near future.

"MCA have to look for a candidate who will bring stability to Malacca MCA. A wrong move will surely cause problems, especially in the next general election," he said.

With this internal problem brewing within Malacca MCA, the chairman’s position is likely to be assumed by Ong, his deputy Datuk Seri Chan Kong Choy or by Fong.MCA is also expected to push for one of their state assemblymen to take over Poh’s state exco position. Tipped to assume the post of state executive councillor for Housing, Local Government and Environment is Koh Nai Kwong, who is the Kesidang state assemblyman.

Koh is currently vice- chairman II of the Housing, Local Government and Environment portfolio and had been representing Poh in various functions since Poh became ill.

Masakkan cafe Hotel Sri Impian 1st class especially Asam Pedas ikan siakap dan sotong masak kichap. Boleh try tahu goreng cecah sambal kicap, makan Ikan Bakar dekat Umbai dan makan Cucur Udang Special, Alor Gajah. Satu aje makanan yang tak sempat nak try, Capati Jasin. Ita kata sedap gila.Pendek kata makan-makan. Itu yang warga Teraju sukakan.Selamat melawat warga Teraju kita yang berada di Jasin. Mereka menunggu kedatangan anda semua.

This is from writer Ch. Sumiyabazar, from UB Post, dated 15March 2007:
This (the DNA testing of Altantuya’s son) gave Mr. Setev Shaaribuu the opportunity to hold a press conference (yesterday) at which he said that the boy of Altantuya was born on February 2003.
“But my daughter said she made friends with Baginda in July 2004. This proves the boy has nothing to do with Baginda.”
It seems that the more information that is released, the more confusing the issue becomes, Sumibayar, the writer said.
Sumibayar added that Shariibuu may be disappointed as Malaysia’s judiciary suffers from low conviction rates and inadequate sentencing on the criminal side among other things.
He said that a funeral for Altantuya, his eldest daughter, had been planned for early this year but the family decided to postpone it until after the trial. “I want to collect all her remaining bone fragments, [some of] which are still being held by the police [as trial exhibits] in Malaysia. Based on our belief, a person’s soul won’t rest if the body parts are kept apart.”

According to Bernama, Altantuya’s father, Setev Shaaribuu, was reportedly pleased that the court had brought forward the trial (June 2007 instead of March 2008).
“It gives me great relief to hear this,” Setev Shaariibuu told Bernama in a telephone interview from Ulan Bator. Shaaribuu said he had been haunted by the tragedy every night.
“Only God knows my ordeal. I have strong belief and trust in the Malaysian judicial system and that the perpetrators will pay for their heinous acts,” he said in an emotion-choked voice, Bernama reported.
But Mr. Shariibuu speaks very little English, unless Bernama has a translator who speaks Mongolian at hand. I contacted Mr. Shariibuu immediately, through reliable sources in Mongolia, appending the Bernama report.
Last night, I received a mail, saying that no one from such a newspaper had contacted Shariibuu.
He gave an interview only to Wall Street Journal to the reporter Yaroslav Trofimov (apparently based in Malaysia or in the region) and a Mongolian woman (name witheld, but a person who helps foreign media contact Mongolians and obtain information).

The only stories we hear about Altantuya Shariibuu were the ones told by the police, by Abdul Razak Baginda in his affidavit, and by the local newspapers.
The only pictures we have seen about the young mother of two, were the passport photos in the local newspapers, always depicted alongside her alleged murderer, whenever her case had news value.
Curious about her, I traced her life back to the exotic land of Mongolia, where she hailed from, and tried to understand the woman behind all the sleazy, unsubstantiated stories. It was not an easy task.
I tried speaking to her father, Mr. Stev Shariibuu, personally, but he speaks very little English. He promised, through friends in Ulanbataar, that he would send some information about his daughter. After several weeks of waiting, her father, finally sent this video clip to me.

Here’s an abstract on his piece in the NST titled “Broken down in the barnyard of free expression” .
I have decoded them for you in simple, plain, English language:
“There is now a place called the “blogosphere”, touted by its denizens as a Utopia of freedom of expression.
In my opinion, what they’ve really done is prove why freedom of expression was a really bad idea. In this country, a host of folk who never had a hope of getting published are now proving why not.

The local blogosphere is the domain of life-challenged grumblestiltskins and disenfranchised pundits whose asinine maunderings only show why they should never have had day jobs in the first place.

Asked yesterday about the controversy, Datuk Seri Tengku Adnan refused to confirm whether he had been quoted accurately by the newspaper (Sin Chew Daily).
‘I do not have anything to say right now,’ he said. (Associated Press)
How about ’sorry’ for such a dumb-founded statement to all bloggers and women in particular?
What about “I will withdraw this statement and offer my sincere apologies”?
Instead, it is a tidak-apa (careless) response like “I have nothing to say right now”.

Altantuya: DNA experts seek identity of child’s father, but why?

Soon the world will know who killed Altantuya, and why she was killed. As it stands now, it could be one or a variety of reasons: a love or business deal gone sour? Being in the wrong place at the wrong time? Or, caught in a dangerous power play, when she was the mere spectator, or victim? Whatever it is, her family and the civil society in Mongolia seeking her justice were relieved that the court case has now been fast-forwarded to June this year, instead of March 2008.
However, the family is still concerned about the use of C4 explosives to terminate her. They had sent several queries to the government- both Malaysian and Mongolian, but have not received any response so far, said Mr. Shariibuu, through an NGO representative in Ulanbataar. [Mr. Shariibuu speaks mainly Mongolian].
Now that the case will be convening soon, it is hoped that the ‘mystery’ surrounding the procurement of the explosives will come to light. Read the rest of this entry »

Prime Minister Abdullah Ahmad Badawi himself asked: Do I deserve this? - when he received the Napolean Hill Global Leadership Award, in Putrajaya yesterday.
If one is doubtful whether to receive an award, would one accept it?
I remember letting go of a promotion in Malaysiakini as senior journalist because I felt I did not deserve it. It would be embarassing to accept or go on being in a position which you felt you did not deserve. I was merely an insignificant reporter. Pak Lah is prime minister of a nation.
According to Bernama, the floor said: Of course. Of course, he deserved it they said.

In honour of all bloggers, I’ve put together a page called Bloggers Solidarity (top), where our collective voices on several issues are listed, for example, the outrage on Adnan’s statement that all bloggers are liars. To date there are more than 100 “lying” bloggers in the list, which is still growing at the time of writing.
The other is our collective postings on International Women’s Day 2007. And another on the various postings when Rocky and Jeff were served “the papers”.

I don’t know about you, my friends. But it’s been an exciting week for me.
Judging from the numerous text, stories, articles written and statements made (by high level officials) in the name of bloggers - that means you and me - you can safely say we are now “famous”.
Not everything is rosy and nice and cheery, though. There have been some snide remarks, some slander and lies, with the same old, weary arguments.
The last straw of course was the sexist attack on women bloggers, on International Women’s Day at that.
Being labeled anti-Pak Lah (Prime Minister), for those who were not, was annoying to say the least. But to be accused of being cheats, liars, and a threat to national unity, was mind boggling, and touched a raw nerve in most of us.
But I am happy to see that in the spirit of free speech, we have met them eye to eye.Though we were branded ‘lying’ bloggers, we met them head-on. We didn’t take it lying down! LOL! [see kickdefella’s new poster for a good laugh].
The best part is, our male bloggers also rallied together with us.
However, it’s very clear now that the psywar has begun on several fronts. General elections are around the corner, some say as early (or late?) as September this year. So the whistle-blowers, the messengers, bearer of free speech, and all that represents freedom fighters (whether they are indeed or not is another matter), must be discredited. Must be made to look like a fool, or a cheat, or a liar.
Failing which, there is the ever-effective tool called “fear” - one that has worked for ages to silent dissent. In the face of these challenges, naturally, some of us will fall, but more will carry on.
So, my friends, be aware of these. Never fall into their trap.
Yet, despite all the bru ha ha about bloggers and the accusations leveled against us, I’ve discovered more and more blogs who support Bloggers United. Some have introduced themselves in the BU page. Do visit their blogs and leave your mark. To these bloggers, I say thank you, for all your support and kindness:
where’s my noose; amanz; zh1yong; tauke-saham; shenyeeaun; justshri; muhensri; bohtong; matsalo ; pavlovaramblings ; bobbthemicrobe and jennifer tai.
Which makes this struggle seem worthwhile…
Day after day, I believe more and more, that it’s not what one blog does, its what a thousand CAN do.

PENDATANG ASING TANPA IZIN DI SABAH


Merungkai isu PATI Sabah

UMPAMA duri dalam daging. Begitulah gambaran pedih masalah kebanjiran pendatang asing tanpa izin (PATI) di Sabah yang sudah berlarutan puluhan tahun tanpa noktah penyelesaian berkekalan.

Sudah tiga kerajaan bertukar ganti, daripada zaman parti Berjaya berkuasa, kemudian diwarisi Parti Bersatu Sabah (PBS) dan kini era Barisan Nasional (BN).

Majoriti PATI adalah dari Filipina dan Indonesia, dua negara berjiran yang garis sempadan lautnya begitu dekat sekali – tidak pun sampai 30 minit perjalanan dengan bot laju ke pantai Sabah.

Segala-galanya bermula sewaktu pemerintahan Usno sekitar 1970-an apabila kerajaan pada ketika itu menerima rakyat dari selatan Filipina yang melarikan diri daripada kekacauan politik di sana. Mereka diterima atas status sebagai pelarian perang dan atas prinsip kemanusiaan.

Kehadiran mereka sebagai pelarian ekonomi dan politik ke negara ini mendapat simpati antarabangsa apabila ia diperakukan menerusi piagam Suruhanjaya Tinggi Bangsa-Bangsa Bersatu Mengenai Pelarian (UNHCR).

Pada peringkat awal, bilangan mereka yang diterima tidak ramai. Hanya beberapa bot saja ditemui mendarat di pesisiran pantai timur Sabah, yang kemudian dibenar tinggal di kawasan terpilih di Kota Kinabalu, Sandakan dan Labuan, yang diwartakan sebagai penempatan UNHCR.

Mengikut persetujuan asal, kumpulan itu hanya dibenar tinggal sementara di bumi Sabah dan akan dihantar pulang setelah keamanan pulih di kampung halaman mereka yang diulit konflik bersenjata dan keganasan itu. Bagaimanapun, tiada jangka waktu ditetapkan bagi penghantaran pulang itu.

Tahun demi tahun berlalu, mereka terus tinggal dan mencari nafkah di bumi subur Sabah. Kemudian semakin ramai pula datang menerusi pintu depan dan belakang sehingga menjadikan jumlah sebenarnya sukar dipastikan.

Generasi pertama itu juga membesar dan beranak-pinak, sesetengahnya berkahwin dengan warga tempatan. Ini merumitkan lagi keadaan dan menyukarkan pula jalan penyelesaian.

Beberapa tahun kemudian mulalah terapung bermacam-macam masalah membabitkan PATI – jenayah, sosial dan politik. Sehinggakan timbul dakwaan konon sesetengah daripada rakyat asing terbabit memiliki dokumen pengenalan diri Malaysia seperti sijil kelahiran dan MyKad.

Ia menjadi masalah nasional kerana membabitkan ancaman keselamatan, soal undang-undang dan kedaulatan negara. Bagi rakyat Sabah, suatu penyelesaian muktamad dan berkekalan tidak boleh dilengah-lengahkan lagi.

Justeru, tidak hairanlah apabila mereka pantas memberi reaksi tatkala Timbalan Perdana Menteri, Datuk Seri Mohd Najib Razak, menyatakan komitmen serta pendirian serius Kerajaan Persekutuan baru-baru ini untuk menangani masalah pendatang tanpa izin yang kelihatan tiada kesudahannya itu.

Jaminan Najib itu mendapat reaksi positif daripada kerabat Barisan Sabah yang rata-rata menyatakan harapan tinggi agar inisiatif terbaru ini menemukan jawapan dan kepastian yang mengembirakan.

Ketua Menteri merangkap Pengerusi Badan Perhubungan Umno negeri, Datuk Seri Musa Aman antara pemimpin terawal memberikan ulasan, diikuti rakan komponen lain, termasuk PBS, Pertubuhan Pasokmomogun Kadazandusun Bersatu (Upko), Parti Liberal Demokratik (LDP) dan Parti Maju Sabah (SAPP).

Mereka bukan saja mengalu-alukan jaminan itu, malah mengemukakan cadangan balas mengenai langkah terbaik menangani masalah berkenaan.

Sebagai menunjukkan ketegasan kerajaan, Musa memberi kata dua kepada pendatang tanpa izin, sama ada segera pulang ke negara asal masing-masing atau bersedia menghadapi tindakan tegas termasuk ditangkap.

Baginya, kerajaan negeri sentiasa mengalu-alukan kedatangan rakyat asing untuk bekerja di negeri ini, tetapi hendaklah secara sah dan mengikut saluran betul. Justeru, mereka yang tidak mematuhi peraturan seperti masuk secara haram, hendaklah segera pulang atau menghadapi hakikat ditangkap dalam operasi besar-besaran akan dijalankan tidak lama lagi.

Musa yang juga Pengerusi Jawatankuasa Keselamatan Negeri turut menyatakan bahawa pihak berkuasa keselamatan tidak pernah membisu dalam hal ini, malah meneruskan operasi dari semasa ke semasa.

Beliau memberikan perangkaan sepanjang Januari hingga September tahun ini saja, seramai 12,788 pendatang tanpa izin dari Filipina dan Indonesia sudah dihantar pulang ke negara asal masing-masing.

Setiausaha Agung LDP, Teo Chee Kang, pula tampil dengan saranan lebih keras apabila menuntut supaya program penghantaran pulang pendatang tanpa izin kali ini diperhebatkan lagi.

Beliau menyarankan supaya operasinya lebih besar daripada Ops Nyah I dan II yang dijalankan sewaktu Presiden LDP sebelum ini. Tan Sri Chong Kah Kiat, menjadi Ketua Menteri Sabah antara Mac 2001 hingga Mac 2003, yang menyaksikan lebih 200,000 pendatang tanpa izin dihantar pulang.

Dalam nada yang sama, Presiden Upko, Tan Sri Bernard Dompok mencadangkan supaya diadakan segera mesyuarat BN negeri bagi merangka pelan induk penyelesaian jangka panjang terhadap masalah berkenaan.

Beliau berpendapat mesyuarat BN itu penting memandangkan isu berkaitan pendatang tanpa izin ini begitu rumit dan membabitkan juga soal politik, dan Upko konsisten dengan pendirian mahu menamatkan isu terbabit.

Presiden SAPP, Datuk Yong Teck Lee, juga berkongsi sentimen yang sama dengan menyatakan pihaknya telah meminta kerajaan supaya segera mengadakan operasi khas seperti yang pernah dilaksanakan pada tahun 1995-1996.

Beliau menjelaskan bahawa SAPP memandang masalah PATI ini memerlukan tindakan segera dan cadangan operasi khas itu adalah idea tambahan kepada memorandum bertajuk: "Pendatang Asing Tanpa Izin: Punca Utama Segala Ancaman" yang dikemukakan kepada Kerajaan Pusat pada 1999.

Hakikatnya, masalah PATI ini semakin serius dan sememangnya menuntut penyelesaian berkekalan.

Tetapi penyelesaiannya tidaklah semudah yang disangkakan, apatah lagi masalah itu sudah berakar-umbi puluhan tahun lamanya. Begitupun, jaminan terbaru Najib itu membawa sinar harapan.

Dua pendekatan memungkinkan masalah ini dapat dirungkai – pertama, menerusi saluran diplomatik dan kedua berasaskan kesungguhan politik (political will) kerana apapun pendekatan yang diambil, ia tidak akan berkesan tanpa perhatian terhadap kedua-dua aspek berkenaan.

Saluran diplomatik, sebagaimana dinyatakan oleh Najib, sangat penting, terutama bagi isu membabitkan PATI dari Filipina. Ini memandangkan Manila seolah-olah tidak mengambil sikap serius terhadap cadangan menubuhkan pejabat konsulatnya di Kota Kinabalu.

Tanpa pejabat konsulat, adalah sukar dilaksanakan proses penghantaran pulang PATI dari negara berkenaan kerana ketiadaan agensi untuk mengesahkan status mereka. Ketika ini, proses dokumentasi PATI Filipina perlu dirujuk ke pejabat Kedutaan Filipina di Kuala Lumpur atau jika terdapat operasi besar-besaran, ia dikendalikan oleh petugas yang dihantar sementara ke Kota Kinabalu.

Berbanding Filipina, Indonesia sudah pun mempunyai pejabat konsulat di bandar raya Kota Kinabalu. Sebab itu, proses penghantaran pulang dan dokumentasi PATI dari Indonesia lebih lancar dan cepat.

Manila dilihat tidak reponsif terhadap saranan menubuhkan pejabat konsulat di Kota Kinabalu atas sebab-sebab kepentingan politik dalaman negara itu dan apa yang mereka pertahankan sebagai tuntutan hak yang sebenarnya tidak berbangkit lagi pada waktu ini.

Kesungguhan politik merupakan prasyarat bagi menentukan apa juga tindakan penyelesaian yang dicadangkan itu benar-benar dilaksanakan. Kepimpinan kerajaan perlu komited dan menunjukkan ketelusan dengan membuktikan apa yang diungkapkan itu disusuli dengan tindakan.

Bukanlah satu rahsia lagi cerita mengenai PATI memiliki kad pengenalan negara ini dan menjadi `pengundi hantu’ dalam setap pilihan raya. Sama ada benar atau sebaliknya, kerajaan sewajarnya mengambil tindakan-tindakan yang memperlihatkan ketelusan dan keseriusannya. Jika tidak, ia hanya akan menjadi omongan kosong dan modal politik parti pembangkang dalam pilihan raya nanti.

Pada masa sama, rakyat Sabah sendiri mempunyai peranan penting bagi membantu kerajaan merealisasikan perancangan yang digariskan itu. Usaha kerajaan tidak mungkin berkesan jika sebahagian rakyat terus bersikap dingin dan mengambil kesempatan daripada kehadiran PATI untuk mengaut keuntungan ekonomi dan politik semata-mata.
